Energy Cooperation Program
Energy Cooperation Program (ECP) is an industry-led, non-profit public-private partnership (PPP) platform dedicated to fostering international collaboration in the energy sector. Established in 2009, ECP actively operates exchange and cooperation programs and activities in China, U.S. and overseas key energy regions, with offices and teams in Houston and Beijing.
Since its establishment, ECP has received official recognition and support from both the Chinese and U.S. governments. Notably, five key government agencies including Ministry of Commerce of China (MOFCOM), National Energy Administration (NEA), and the U.S. Department of Commerce (DOC), U.S. Department of Energy (DOE), and U.S. Trade and Development Agency (USTDA) signed a bilateral Memorandum of Understanding (MoU) to formally endorse ECP’s initiatives.
Serving as a vital bridge between governments and businesses, ECP has been dedicated to advancing sustainable development and commercial cooperation between the two nations in energy, energy efficiency, and environmental sectors.
As a renowned international cooperation organization in the energy industry, ECP focuses on:

Over 15 years of dedicated efforts, ECP has worked closely with member companies and partners, serving as a vital bridge for government-industry communication and business collaboration in the energy field. ECP and its member companies represents the advanced energy and technology sectors have been actively engaged in and provided substantial support for numerous key bilateral energy and climate cooperation mechanisms and initiatives. These advanced areas of ECP cooperation have emerged as highlights of the U.S.-China relations and lately expanded to a wide range of international collaboration, particularly in the energy industry. ECP’s efforts have not only facilitated professional exchanges and broad cooperation in low carbon technologies and business investments but reinforced vital communication and practical collaboration in the global clean energy market.
Through technical workshops, industry exchanges, facilitating business delegation visits to Chinese provinces, cities, as well as U.S. and oversea destinations, ECP has been a driving force in advancing policy dialogues and standards alignment in advanced clean energy and green low carbon solutions. ECP has supported over 100 U.S. member companies and established long-term partnerships with more than 50 industry associations, research institutions, and over 200 domestic and international organizations.
