Title: PROGRAM MANAGER

Location: US-China Energy Cooperation Program – CHINA,Beijing 

Reports to: Executive Director 

Hours of duty: Monday – Friday/0900-1730 hours.  In addition, there will be occasions when an assigned responsibility or task requires to work outside these normal hours or on weekends.

 

Regarding US-China Energy Cooperation Program (ECP)

 

The US-China Energy Cooperation Program (ECP), a private sector-led non-profit public-private-partnership platform. With official support of the US government agencies including Department of Commerce (DOC),Department of Energy (DOE) and Trade and Development Agency (TDA) together with Chinese government agencies including National Energy Administration (NEA) and Ministry of Commerce (MOFCOM), ECP acts as a bridge connecting governments with the private sector to advance sustainable development and facilitate commercial cooperation on clean energy, energy efficiency and environment sectors.  

 

Overall Position Description and Priorities:

1.    Primary Focus/Responsibility: the management, coordination, and support of ECP’S members and programs as assigned by ECP’s Executive Director.

2.      Secondary Focus/Responsibility: carrying out associated operational and organizational duties, as well as relevant outreach, advocacy, member development and events-related work as needed/assigned.

 

Specific Duties:

l     Provides timely, task-focused and appropriate program and project-based management, facilitation, and administrative support to ensure the assigned programs achieve their sector-based roadmap and business development objectives, adhere to ECP’s mission, and further clean energy development between the two countries;

l     Leads assigned program tasks and manages their fulfillment, including interfacing and facilitating appropriate program and member company efforts, organizing meetings, tracking and reporting onprogress, etc;

l     Forges excellent partner and working relations with US and Chinese government authorities, companies, research entities, and non-profit organizations;

l     Develops and maintains excellent relationships with ECP member companies and their representatives;

l     Supports ECP program management, development, and evaluations,with input from all shareholders;

l     Supports appropriate and member company driven, and ECP mission-aligned outreach, advocacy and analysis on US/China energy policies and regulations, strategies, and development trends;

l     Supports overall ECP operational and organizational tasks where appropriate and assigned, including working with the Operations team as needed, assisting in membership development, representing ECP whenever needed and appropriate (e.g. official events, meetings, and workshops), etc.

l     Ability to propose ideas for input while being willing to take direction;

l     Ability to model and infuse a strong service attitude  into and throughout all work done at and on behalf of ECP.

 

Qualifications:

l   Master degree with at least 3 years working experience.

l    Linguistic requirements:

o    Fluency in oral/verbal English and Mandarin Chinese

o    Strong proficiency in Chinese and English written communication,reading and             oral comprehension

l   Experience in project and program management coordination,especially in    

        cluding projects/programs involving diverse stakeholders

l   Demonstrated work experience in multi-tasking and task prioritization within a

       matrix organization

l    Demonstrated professional interests in the clean energy/environmental sectors

l    Government Relations experience a plus

l    Life sciences, engineering and/or technical background a plus

l    Skill and ability to: collect, organize, synthesize, and analyzedata; summarize  

        findings; develop conclusions and recommendations from appropriate data

       sources.

l     Strong familiarity/facility with word, excel, ppt, photoshop, etc.programs; 

          strong familiarity/ease with web-based research and communications;familiar

          ity/facility with website support preferred.
