中美(内蒙古)天然气行业合作研讨会在内蒙古鄂尔多斯市成功举办

由国家能源局(NEA)、美国贸易发展署(USTDA)和中美能源合作项目(ECP)联合主办的“中美(内蒙古)天然气行业合作研讨会”于2018年8月9日-10日在内蒙古鄂尔多斯市成功召开。来自全国各地的行业专家和中美企业130余位听众嘉宾参与了此次研讨会。

 

2018年8月9日,鄂尔多斯市副市长麻永飞、内蒙古发改委主任高志华、内蒙古自治区发改委副巡视员赵刚、国家能源局油气司综合处处长何建宇、美国驻华大使馆公使衔商务参赞葛佳琳Cynthia A. Griffin、美国贸发署东亚区主任温凯时Steven
Winkates以及内蒙古鄂尔多斯当地各部门领导共同出席了中美(内蒙古)天然气行业合作研讨会,并认真听取了中美两国行业专家的主题报告。此次研讨会重点讨论了常规和非常规天然气上游的开发和利用,内容涉及了美国页岩气革命的过程和影响、中国页岩气与致密气勘探开发现状、美国油气行业的财税优惠政策、美国天然气液化项目的管理、内蒙古天然气产业的现状,以及鄂尔多斯盆地非常规天然气勘探开发情况。会议期间,在中国科学院院士、中国石油勘探开发研究院副院长邹才能的主持下,中美嘉宾再次就中美非常规天然气勘探开发与制度建设进行了深入探讨,希望美国在页岩气开发和天然气利用方面的经验能更好地在中国落地应用。

鄂尔多斯市位于内蒙古自治区西南部,是一座快速崛起的新型工业化城市,也是中国天然气资源最为富集的地区之一。鄂尔多斯的常规天然气探明储量4.95万亿立方米,占全国的1/3左右;非常规天然气中,煤层气远景资源量约为3.6万亿平方米,页岩气资源潜力超过14万亿立方米。这也是鄂尔多斯作为举办天然气合作研讨会主办城市的重要原因。

中美(内蒙古)天然气行业合作研讨会是中美能源合作项目天然气系列的第二场研讨会。2018年3月16日,国家能源局和美国贸易发展署签署了关于“中美能源合作项目天然气系列研讨会”合作协议,双方计划在2018-2019年内举办八场天然气领域行业研讨。中美能源合作项目ECP协助两国政企在天然气行业上下游进行全方位合作,八场研讨会将涵盖天然气领域的政策解析、技术交流、商业合作和经验分享。2018年6月12日,中美(北京)天然气行业合作研讨会作为系列活动的首场研讨会在北京顺利完成。此次中美(内蒙古)天然气行业合作研讨会的圆满完成,将为中美两国在这个领域的合作带来更多机会。

The U.S.-China (Inner Mongolia) Gas Industry
Cooperation Workshop, co-hosted by National Energy Administration (NEA), U.S.
Trade and Development Agency (USTDA), and U.S.-China Energy Cooperation Program
(ECP) was successfully held in Ordos City, Inner Mongolia,
from August 9th to August 10th, 2018. More than 130 experts
and guests from American and Chinese companies attended the workshop.

On August 9th, 2018, Ma
Yongfei (Deputy Mayor of Ordos City), Gao Zhihua (Director of Inner Mongolia
Development and Reform Commission), Zhao Gang (Deputy Inspector of Inner
Mongolia Development and Reform Commission), He Jianyu (Director of the General
Office of Oil and Gas Department of NEA), Cynthia A. Griffin (Minister
Counselor for Commercial Affairs of the U.S. Embassy), Steven Winkates (Program
Management Director for East Asia of USTDA), and the guests of local bureaus
and departments of Ordos attended the U.S.-China (Inner Mongolia) Gas Industry
Cooperation Workshop, and listened attentively to keynote speeches of experts
from the U.S. and China. The workshop focused on the development and use of
conventional and unconventional gas in the upstream, covering the process and
impact of the U.S. shale gas revolution, the status of China’s shale gas and
tight gas exploration and development, fiscal and tax incentives of the U.S.
oil and gas industry, the management of gas liquefaction projects in the United
States, the current status of the gas industry in Inner Mongolia, and the
exploration and development of unconventional gas in the Ordos Basin. During
the panel discussion, Zou Caineng (an academician of the Chinese Academy of
Sciences and Deputy Director of China Petroleum Exploration and Development
Research Institute) leaded Chinese and American guests to conduct in-depth
discussions on the exploration and development of unconventional gas and the
institutional improvements in both countries, hoping that American experience
in the exploration of shale gas and in gas utilization can be better applied in
China.

Located in the southwestern part of the Inner
Mongolia Autonomous Region, Ordos City is a rapidly emerging new industrialized
city, and a region with one of the most abundant gas resources in China. The
proven reserves of conventional gas in Ordos are 4.95 trillion cubic meters,
accounting for about one third of the country’s total; as for unconventional
gas, the prospective resources of coal-bed methane are about 3.6 trillion
square meters, and the potential of shale gas resources exceeds 14 trillion
cubic meters. This is also an important reason why Ordos is the hosting city of
the Gas Industry Cooperation Workshop.

U.S.-China (Inner Mongolia)
Gas Industry Cooperation Workshop is the second one of US-China gas industry
workshop series held by ECP. On March 16th, 2018, NEA and USTDA
signed a cooperation agreement on U.S.-China Energy Cooperation Program Gas
Industry Workshop Series, planning to hold eight workshops on gas industry
between 2018 and 2019. ECP aims to guide and
facilitate all-around cooperation of governments and companies of two countries
in gas industry from top to bottom. These eight workshops will cover
interpretation of policies in gas industry, technology exchange, business
cooperation, and experience sharing. On June 12th, 2018, the first
U.S.-China Gas Industry Cooperation Workshop was successfully concluded. The U.S.-China (Inner Mongolia) Gas Industry Cooperation Workshop will bring more opportunies for cooperation between China and the United States in this field.
