JOB DESCRIPTION – OPERATIONS MANAGER

 

Title: OPERATIONS MANAGER

Location: US-China Energy Cooperation Program – CHINA, Beijing 

Reports to: Executive Director

Hours of duty: Monday – Friday/0900-1730 hrs.

(Must be prepared to accept that there could be occasions when a task is requested to perform his/her duties outside of normal working hours or on weekends for extraordinary reasons)

Founded in September of 2009 by 24 US companies, the US-China Energy Cooperation Program (ECP) is a private sector-led non-profit public-private-partnership platform that created through official dialogue.  With official support of the US government agencies including Department of Commerce (DOC), Department of Energy (DOE) and US Trade and Development Agency(TDA) together with Chinese government agencies including National Energy Administration (NEA) and Ministry of Commerce (MOFCOM), ECP acts as a bridge connecting governments with the private sector to advance sustainable development and facilitate commercial cooperation on energy and environment sectors. Essential duties: Overall, to support the Executive team and program team in ensuring the smooth operations of the ECP-Secretariat and support the provision of quality services to ECP’s Working Groups and membership.  Primary roles & responsibilities include:

1) Operations/logistical/finance support and coordination for  general  Meetings and Events:

Ÿ   Coordinate and provide administrative support for the holding of ECP-wide internal meetings.

Coordinate and provide administrative support for the scheduling and holding of ECP meetings / events ECP-wide external meetings, between ECP ExecComm, Memco senior executives and ECP’s bilateral partners

Coordinate with AmCham Finance on and administer direct billing processing — including memco invoicing for annual dues and fee-related ECP events and occasional miscellaneous billing.

ŸSupport ED to check ECP-related monthly AmCham Finance accounting and provide forecast comparison between ECP budget and actual expenditures.

ŸECP membership/partnership data base management and updates.

ŸKeep good filing and tracking record for all ECP organizational wide documents: contracts, billing, and publication documents.

2) Coordinate Updating of ECP-wide Materials, including:

ŸAdminister process to ensure the updating of ECP’s Work Plan updates, monthly activities updates. 

ŸEnsure standard ECP Overview introduction and annual report in coordination with annual work plan and annual work report.

ŸPrepare promotional articles for publication – including coordinating with WGs/memcos to get copy-ready relevant material, drafting ECP-wide portions, coordinating with AmCham, USG, others for publication venues, oversight of publication-ready copy process.

 

3) Website and Wechat site management, including:

Oversee and administer website/wechat site – including ensuring accurate, up-to-date and relevant content on front-end (including photos), memco-related databases and library; and coordination with web service provider so website is fully functioning from back-end and for members.

ŸOther related work for website and wechat site management.

Qualifications:

Linguistic requirements:

Fluency in English; reading, writing, aural, and listening comprehension.

Strong Mandarin proficiency highly preferred.

 Minimum of 5 years of office administration and management experience.

Office Skills: Strong familiarity/facility with word, excel, ppt, photoshop, etc. programs; strong familiarity/ease with web-based research and communications; familiarity/facility with website support preferred.

 Demonstrated Analytical Skills: Skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources. 

Candidates with strong writing skills and communication skills are preferred.
